The article below dated September 14 2007 describes a plan approved by the DEQ that conforms to the consent agreement between Highland Park, the Grand Haven City Council and the Pirate's Den, Inc. (the Bil-Mar).

Howard Meyer, the Bil-Mar's owner, has since brought a modified plan for the new Bil-Mar Restaurant that has only one level of below grade parking to the City Council and Highland Park Board. This new plan reduces the below grade parking from two levels to one -- providing only half the parking spaces required by the current code for a restaurant of the proposed size. The city council met in executive session in late spring 2008 and asked the Bil-Mar's attorney to have the owner of the restaurant reconsider the planned modifications. At this point the restaurant will be built according to the plans outlined in the September 14, 2007 article in the GH Tribune or a modified agreement approved by the City Council, Highland Park Board, DEQ and Bil-Mar must be accepted by the court.
